Ontario Decentralized Rehousing (ODR) Pre-Launch: Building Ontario’s Future, One Multiplex at a Time
On Friday, October 17, DEVNEX Solutions hosted the pre-launch event for the Ontario Decentralized Rehousing (ODR) Program, a new initiative designed to reshape how housing is delivered across Ontario. Developed in collaboration with AECORN Realty, LandLogic, and AECO Innovation Lab, ODR introduces a distributed, data-driven, and community-anchored model for delivering small-scale multiplex housing.
About the event
Held at DEVNEX’s North York office and streamed live to participants across the province, the event gathered industry leaders, investors, and policy experts to discuss how decentralized, standardized housing can help address Ontario’s housing supply gap.
The session opened with a presentation by Dr. Amin Sarang, founder and CEO of DEVNEX Solutions, who outlined ODR’s vision: delivering housing faster, smarter, and more locally, shifting focus away from mega-projects to hundreds of scalable multiplexes built through shared data, modular construction, and collaborative financing.
Key highlights and discussions
Speakers including Richard Lyall, David Amborski, Mostafa Hosseini, Abtin Nikeghbali, Arash Shahi, Amin Sarang, and Saman Davari explored how ODR connects planning, technology, and finance into one streamlined framework.
The discussions spanned:
Data & Technology: Using GIS and BIM tools, powered by LandLogic, to enable faster site assessment, zoning analysis, and digital permitting.
Construction Innovation: Modular and panelized systems cutting project timelines to under nine months.
Financial Pathways: Insights from Canada ICI on leveraging CMHC’s MLI Select Program for up to 95% LTV financing.
Legal & Business Frameworks: Clarifying JV, LP/GP, and equity-based models for scalable, compliant multiplex delivery.
Case Studies: Demonstrations of real-world five- and ten-unit conversions showing how ODR’s model can transform single lots into high-performing community assets.
What’s next
The pre-launch marked the first step toward ODR’s public rollout, including the upcoming Multiplex Assessment Portal, where homeowners, builders, and municipalities can evaluate property eligibility for multiplex development in under 24 hours.
ODR’s roadmap also includes pilot projects across the GTA, bi-weekly Real Estate Development Seminars, and continued collaboration with public and private partners to standardize the small-scale housing process.
