The missing little

The housing crisis won’t be solved by mega-projects alone. The most strategic opportunity lies in the “missing little”: modest, small-scale upgrades that add new homes to existing neighborhoods. With recent policy changes, it is now legal across Ontario to convert a single-family home into three, four, five or even six units. These incremental transformations create a ripple effect, turning underutilized lots into thriving multiplexes while preserving the character of local communities.

By applying multiplex projects across the province, we can unlock thousands of affordable homes faster, with less resistance, and at a fraction of the complexity of large developments. At DEVNEX we are making the multiplex developments scalable through the ODR program.

Our approach

ODR begins with action at the local level. Our pilot program aims to deliver 1,000 multiplex units, fast, scalable, and rooted in communities. By decentralizing development, ODR empowers homeowners, small builders, and local stakeholders to unlock underutilized land and transform it into modern multiplex housing.

This model isn’t about waiting for mega-projects to break ground, it’s about mobilizing many smaller projects at once. Using modular design, streamlined approvals, and data-driven site selection, ODR creates a replicable path that accelerates housing delivery across Ontario. Getting started means identifying properties with potential, engaging local actors, and scaling proven solutions that can multiply homes where they’re needed most.

To achieve this, ODR’s pilot distributes the 1,000 multiplex units across five regions of the GTA, Toronto, York, Peel, Durham, and Halton. Each allocation is matched to typical lot frontages, ranging from narrow 20’ parcels to larger 60’ sites, ensuring that every community type can participate. By aligning unit counts with both geography and frontage typologies, this approach provides a balanced, scalable, and inclusive framework for housing delivery across diverse neighborhoods.

Ontario Regulation 462/24: Additional Residential Units (ARUs)
